Online meetings
In online meetings, the participants explored the topic in greater depth within five regional groups: Northwestern Switzerland, Eastern Switzerland, Romandie, Ticino, and Central Switzerland.

Online meeting 1 (26 November 2024)
The first online meeting focused on questions such as: What aspects do we need to consider regarding healthcare costs? What reform proposals already exist in the area of health promotion and prevention? What are the arguments for and against, and how do we assess them? In doing so, reference was made to the possible reform proposals that had already been presented at the “market stands” (Posters) during the opening weekend, based on the policy field analysis (PDF, 776 KB). For the topic of “health promotion and prevention,” these were:
- the expansion of health promotion and prevention at the national level, for example through:
a national health law that enshrines the importance of prevention at the national level;
the inclusion of additional preventive measures in basic health insurance (OKP);
the creation of incentives for health promotion and prevention through a global budget for outpatient treatments;
strengthening bans and taxes in the areas of tobacco and alcohol.
In addition, the ideas and proposals for possible reforms collected by the participants during the starting weekend were considered. On this basis, the following seven reform proposals were discussed at the first online meeting:
- Strengthen health promotion and prevention at the national level (health law)
- Include preventive measures in basic health insurance (OKP)
- Strengthen incentives for health promotion and prevention through a global budget
- Reinforce bans and taxes on tobacco and alcohol
- Create incentives for prevention and health promotion (rewarding health-conscious behavior)
- Information, awareness-raising, and education (strengthening health literacy)
- Hold employers accountable
Online meeting 2 (7 January 2025)
At the second online meeting, the regional groups were accompanied by experts who provided valuable input, engaged in discussions with the participants, and helped to close knowledge gaps. The key aspects were clearly and accessibly summarized with the help of a PowerPoint presentation.

Online meeting 3 (21 January 2025)
By the end of the third online meeting, the groundwork had been laid for the discussion weekend in Neuchâtel: specific expertise was prepared, arguments for and against the individual proposals were collected, and these were compiled into an “argumentarium.” In addition, before the discussion weekend, the reform proposals were sent out as part of an online consultation to the members of the political advisory group and various stakeholders in the healthcare sector. A total of 23 responses were received, which were also incorporated into the argumentarium for the discussion weekend.
Online meeting 4 (11 March 2025)
At the fourth and final online meeting, the discussions were refined and the participants worked on the final product – the final report. After the second weekend, the consolidated interim results had been submitted to experts for comments and contextualization (see Expert Guidance). Based on this feedback, participants each worked in a small group on one of the ten reform proposals, further developing and specifying them. In addition, they compiled which factual knowledge was particularly important for the participants: “What do you need to know about health promotion and prevention?” (see Information on the topic “Health promotion and prevention”).
